Rep. Dawn Gillman addresses legislative priorities amid calls for special session

Minnesota State Representative Dawn Gillman provided an update to her constituents as the state transitions into fall. In her message, she noted ongoing discussions about a possible special legislative session, referencing Governor Tim Walz’s consideration of the issue.

Gillman highlighted results from a recent KSTP poll, stating, "A fresh KSTP poll released Wednesday shows 40% of Minnesotans want mental health to be the number-one focus if a special session happens. Guns came in second at 30%, school security at 17%, and criminal penalties at 10%. Translation: nearly 70% of Minnesotans are backing the issues we’ve been championing—versus just 30% supporting more gun control."

She also addressed opinions on proposed gun legislation: "As for the proposed 'assault weapon' ban? Support isn’t exactly universal. In the Twin Cities, 61% are on board, but across greater Minnesota, support drops well below 50%. Overall, only a slim majority—53%—support it. And with these bans being challenged in courts nationwide, there’s room for smarter, positive solutions right here in Minnesota."

Gillman said she will continue providing updates as developments occur regarding any potential special session.

The representative expressed concern over recent reports of fraud involving state programs. She referenced an audit into Medicaid autism therapy services dating back to 2019 and noted that federal authorities may expand their investigation. Gillman cited media coverage that revealed repeated warnings about fraud in Housing Stabilization Services were ignored by state agencies.

She recounted specific allegations: "We’re talking bribes, fake records, even billing for people who had passed away—all while real Minnesotans went without help. One person asked DHS for the assistance they were entitled to, and the response? 'Do it yourself.' Yep."

Gillman pointed out timing concerns after Deputy Commissioner Eric Grumdahl left his position prior to testifying before the House Fraud Committee. She added that federal prosecutors have charged eight individuals with defrauding $8.4 million from Housing Stabilization Services funds intended for vulnerable Minnesotans.

"From Feeding Our Future to autism therapy to Housing Stabilization Services, the story’s been the same: for years, fraudsters were cashing in while Minnesotans in need got left behind—and state agencies mostly shrugged," Gillman wrote. "Those days are over. We’re here to serve you well, spend your money wisely, and make sure every Minnesotan gets the help they deserve."

Looking ahead to community engagement efforts, Gillman invited residents to attend a watch party and town hall event featuring “A Precarious State,” a documentary directed by Rick Kupchella examining challenges facing Minneapolis and St. Paul.

"This watch party is more than just a movie—it’s a chance to connect with neighbors, share your thoughts, and be part of a conversation that matters," she stated.

Gillman concluded her update by expressing gratitude for community interactions and reaffirmed her commitment to public service: "Thank you for letting me be part of your lives... Here’s to staying connected, staying engaged, and making our communities the best they can be—one step, one conversation, and one small act of faith at a time."
