Final Minnesota budget includes child protection and anti-fraud measures

During a special session on Monday, the Minnesota Legislature approved the 2025 Children and Families budget. The legislation includes several reforms led by Representative Dawn Gillman (R-Dassel), who serves as Co–Vice Chair of the Children and Families Committee.

The measures aim to improve protections for children, address fraud in state programs, and update aspects of the child welfare system. One provision allows fraud investigators real-time access to attendance records, which is intended to help prosecute financial abuse in child care programs more efficiently. The legislation also strengthens protections against maltreatment and provides full funding for IT modernization to improve efficiency and coordination in child welfare services.

Representative Gillman highlighted that these reforms were achieved during a period when the Minnesota House is evenly split between Republicans and Democrats, each holding 67 seats.

"The final bill passed the House with a vote of 95-38."
