UCare ends Medicaid coverage in several counties; transition support offered

Starting September 1, 2025, UCare will discontinue Medicaid (PMAP) and MinnesotaCare coverage in several Minnesota counties. The affected counties include Benton, Chisago, Crow Wing, Pennington, Ramsey, Roseau, Sherburne, Stearns, St. Louis, Wadena, and Wright. This change is expected to impact about 88,000 Medicaid enrollees across the state.

Minnesota State Representative Dawn Gillman addressed the situation in a message to District 17A residents. She stated: "Now, I know changes like this can feel unsettling—but please hear me loud and clear: you will not lose your coverage. The Minnesota Department of Human Services is actively working to ensure every impacted enrollee is transitioned smoothly to a new plan—like Medica or Blue Plus—with no lapse in care."

Gillman clarified that the change was not due to federal funding cuts or decisions from the Trump Administration. Instead, she explained: "UCare made this decision after reporting a significant financial loss last year—over $500 million—due to low reimbursement rates within the Medicaid program."

Residents currently enrolled with UCare through Medicaid or MinnesotaCare are advised to watch for letters from the state detailing their new health plans. The Department of Human Services will provide information on available options for those affected by the transition.

Rep. Gillman emphasized her commitment to assisting constituents during this period: "As your State Representative, I see it as my responsibility—and my honor—to be a voice for our community and a resource you can count on. If you have questions, need help understanding your options, or just want to talk things through, please don’t hesitate to reach out."
