State Representative Bobbie Harder (R-Henderson TWP) has been chosen to take part in the 2025 Bowhay Institute for Legislative Leadership Development (BILLD), a regional leadership program designed for state legislators. The event is scheduled from August 22 to August 26 in Madison, Wisconsin.

The BILLD program brings together lawmakers from 11 Midwestern states and four Canadian provinces. Participants are selected through a competitive and nonpartisan process. The Council of State Governments’ Midwestern Legislative Conference organizes the program.

“I’m honored to be selected to attend the BILLD program,” said Rep. Harder. “This is a great opportunity to strengthen my leadership skills, collaborate with other legislators, and bring back practical ideas that will help me better serve our communities here in Minnesota.”

The training at BILLD covers conflict resolution, consensus building, and effective communication. Legislators also participate in policy discussions on topics such as education, health care, and economic development, as well as professional development seminars related to media relations and time management.
